with Veronika - I never heard of "Arbeit*geber*überlassung"...

This looks like a typo to me. I've ever only heard the word Arbeitnehmerüberlassung.

I researched both terms "Arbeitnehmerüberlassung" and Arbeitgeberüberlassung, both terms exist and are being used.
My understanding of both terms IF there is a difference would be that:
Arbeitnehmerüberlassung is the Temporary work agency and
Arbeitgeberüberlassung would be the firm who hired the agency.

agree waschbaer : This is what they probably mean. The headline of the above reference is cearly a typo, too. Because further down they write "Arbeitnehmerüberlassung" which is the right term.

Employer

Temp work is usually Arbeitnehmerüberlassung. This could be a temp employer. It clearly has to do with the one offering the work. Some context would be usefull...

Might be something like "temporary employment division"....
