JPG-file is compressed bitmap, what means, that there are nothing but simple pixels, but no characters.
So the only way you have, is to try some OCR on it.
Good results may be achieved with ABBYY FineReader. You can open the JPG file in this program and run optical character recogniction (OCR), after that you may be able to save your file as Word document and count it.

By hand - absolutely no other way.

Well, if it\'s a really, really huge file, with nothing but text (no graphics) you could try running it through a text recognition (OCR) software and pasting the resulting text into Word.
But I don\'t imagine a JPG file so big that words in it cannot be counted by hand.
